The Federal Street hotel proposal is back before Saratoga Springs’ Planning Board on October 8. The agenda also includes a hospital zoning matter on Myrtle Street, an extension request on Caroline Street, two related Joseph Street applications and a proposed Verizon facility on Brook Road.

A preview of the October 8, 2026 meeting, based on the agenda amended October 5. Sources checked October 6. The meeting has not yet taken place.

The short version

  • Federal Street: environmental and site-plan review of the hotel and housing proposal.
  • Myrtle and Caroline streets: two requests on the consent agenda.
  • Joseph Street and Brook Road: subdivision and telecommunications reviews.

Federal Street’s hotel proposal returns

At 11 Federal Street, application 20260656 proposes a five-story building with 120 hotel rooms and 21 residential units in the Urban Core district. The Board is scheduled to consider site-plan review and coordinated environmental review under the State Environmental Quality Review Act, known as SEQR.

The project file includes plans, engineering material and a draft traffic report. For neighbors following access, parking or loading, those documents offer more detail than the agenda. The next Board action will help clarify where the application stands.

A hospital zoning matter on Myrtle Street

The consent agenda includes 31 and 35 Myrtle Street, where application 20260780 seeks a map and text amendment to the Saratoga Hospital planned unit development. The immediate request is to defer SEQR lead-agency status to the City Council, which would put responsibility for environmental review with that body.

That procedural step is separate from adoption of the zoning amendment. Read the proposed map and text together when reviewing the Myrtle Street file.

More time requested for 30 Caroline Street

Also on the consent agenda is application 20260748, a request to extend site-plan approval for a mixed-use project at 30 Caroline Street in the Urban Core district. The agenda gives no proposed extension length or construction schedule. If you are following the property, check the Caroline Street file for the underlying approval and the extension request.

Two applications on Joseph Street

Joseph Street has two separate entries. Application 20260655 concerns a lot-line adjustment at 21 and 25 Joseph Street. Application 20260654 seeks final-plat review for a two-lot subdivision at 21 Joseph Street. Both properties are in the Urban Residential-2 district.

The lot-line drawings and subdivision plans are worth reading together. Any decisions should be checked against the drawing and conditions for the corresponding application.

Verizon’s Brook Road application

Application 20260627 proposes a telecommunications facility on Brook Road in the Industrial-Light district. October’s listed item is coordinated SEQR review. For details on equipment, access or appearance, start with the application file. The agenda provides no construction timetable or indication of how service coverage might change.

Since the September watch

Of the four sites in our September development watch, only Federal Street appears on this October 8 agenda. Nelson Avenue, Eastman Lane and Outlook Avenue are absent, which does not establish their current status. A September 24 decision summary was not available in the City’s 2026 written-decision folder when checked for this article.

Attending or sending a comment

The meeting is scheduled for Thursday, October 8, at 6 p.m. in the City Council Room, 474 Broadway. Written comments can be submitted through the City’s public-comment form until noon that day. All times are local.

Check the meeting archive for agenda changes before attending and for the minutes or recording afterward. Written decisions provide the record of any approvals and conditions. The next listed meeting is October 22; its agenda will identify which applications return.
