Saratoga’s September Development Watch: Nelson Avenue, Federal Street, and Proposed Subdivisions

Four Saratoga Springs proposals reached different points in review on September 10. Nelson Avenue received a conditional approval for its first phase. Federal Street’s hotel proposal was the subject of an environmental-review motion. The two subdivision applications ended with discussion on Eastman Lane and an adjournment on Outlook Avenue.

110–114 Nelson Avenue: a conditional first-phase approval

The request. Application 20260171 covers up to 11 single-family residences, a building with multifamily housing and commercial space, and related site work in the JW Hemingway planned unit development. These figures describe the overall proposal; the first-phase approval covers only part of it.

The action. The City’s decision record reports a 6–0 vote approving the site plan for Zone A/Phase One with conditions. For Zone B/Phase Two, it says “opened and closed” and records no approval.

What is being marketed. As of September 12, 2026, GlobalMLS listing #202527810 offers a home to be built at 114 Nelson Avenue for $3,737,000. The listing identifies Witt Construction as the builder and describes six bedrooms and six bathrooms. It is an individual home offering, distinct from the broader project description in the City’s application.

What to watch next. Buyers should confirm how the listed home relates to Zone A/Phase One and review the applicable plans and approval conditions. The City’s one-page decision summary does not spell out those conditions. Follow the Nelson Avenue project file for the detailed approval and any further review of Zone B.

11 Federal Street: environmental review on the agenda

The request. Application 20260656 proposes a five-story development with 120 hotel rooms and 21 residential units in the Urban Core district. It appeared among the September 10 consent items.

The action. The decision record lists a motion to begin coordinated review under the State Environmental Quality Review Act, with the Planning Board serving as lead agency. It includes no vote tally for the item and no site-plan approval.

What to watch next. The Federal Street application file is the place to look for environmental-review notices, agency responses, and a determination of environmental significance. That process evaluates environmental effects as part of the application review, as explained in DEC’s SEQR guide.

The request. Application 20251113 proposes a conservation subdivision in the Rural Residential district. The September 10 agenda describes six lots, while the decision record describes seven. The current lot count needs clarification.

The action. The Board discussed the sketch plan and took no action. No subdivision or lot count was approved.

What to watch next. The Eastman Lane file includes a revised plan posted September 4. Confirm that drawing’s status and lot count with Planning staff before relying on either summary. The decision record gives no return date or deadline for another submission.

69 Outlook Avenue: preliminary review adjourned

The request. Application 20260722 seeks preliminary-plat review for a three-lot subdivision in the Urban Residential–2 district.

The action. The application was adjourned. The decision record gives no reason or return date and records neither approval nor denial.

What to watch next. Check upcoming agendas and the Outlook Avenue project file for a new hearing notice, revised plat, or resumed review.

For Nelson Avenue, the missing detail is the scope and conditions of the first-phase approval. For Federal Street, it is the next environmental-review document. Eastman Lane needs a confirmed lot count; Outlook Avenue needs a return to review.
